SAMAR
I ELECTRIC COOPERATIVE, INC. (SAMELCO I) was incorporated and registered with
the National Electrification Commission on February 27, 1974. It started actual
plan operation three months later on May 27, 1974.
Its
initial membership numbered to 800 member-consumers all coming from defunct
Calbayog Electric Plant whose system was taken over by the newly organized
electric cooperative created under RA 6038 as amended by PD 269.
It has two (2) units CAT fuel-run gensets at its power plant at Brgy. Capoocan,
Calbayog City as the sole source of power supply. During these periods, SAMELCO
I offices were housed in a 0.6 hectare lot in Brgy. Capoocan where the power
plant is located. In 1980 it eventually transferred to its new headquarters
sprawled in a 3.4 hectares lot located at Brgy. Carayman about 5 kilometers
south of the City of Calbayog situated along the Maharlika Highway fronting a
seashore turned into a open beach resort.
Later in 1983, the Coop built a 5 MVA substation inside the headquarters
when SAMELCO II, a sister cooperative based in Wright, Samar became ready to
extend the excess power generated by its pielstick gensets to SAMELCO I via the
69 KV transmission lines.
In September of the same year, SAMELCO I experienced another milestone in
its quest for sufficient and dependable power supply by the commissioning of the
newly completed Ton-ok Mini-Hydro Project with a total capacity of 1080 KW,
consisting of four (4) – 270 KW gensets.
Sometimes in 1989 the Coop has been served with NPC power supply coming
from its geothermal plant in Tongonan, Leyte.
The Coop coverage area is composed of Calbayog City, Tinambacan District,
Oquendo District, and the Municipalities of Sta. Margarita, Gandara, San Jorge,
Pagsanghan, Taranghan, Matuguinao, San Jose de Buan and the island Municipality
of Almagro. In 1996, the Island municipalities of Tagapul-an and Sto. Niño were
added to its franchise which were energized under NPC’s Small Island Grid
(SIG) Power System. From inception, the cooperative has been managed by National Electrification Administration (NEA) manager Mr. Jose T. Vitug who was later appointed by the SAMELCO I Board as local General Manager after his retirement from government service in 1977. From 1986 to 1990 SAMELCO I was under the supervision of NEA Project Supervisor Mr. Eddie A. Adlao. From 1991 to March 1993 the Coop was the managed by another NEA man in the person of Engr. Honorio G. Samia. In April 1993 NEA installed Mr. Oscar L. Pueblos as local General Manager of SAMELCO I until his removal from service in June, 2003. From June 9, 2003 to December 31, 2003 SAMELCO I was placed under management of Mr. Eddie A. Adlao as Project Supervisor/ Acting General Manager and from January 2004 to present the Coop is being manned by Engr. Leo D. Nicolasora as Officer-In- Charge.
The coverage area of SAMELCO I has been divided in six districts.

Cruz, Secretary (Dist. IV); and Mr. Rodel C
Lim ( Dist. I); Mr. Jose M. Barandino (Dist. V); Mrs. Pilar
V. Delector (Dist. IV) Members.
Presently the highest coop peak load was recorded at 9.5 MW. Its
collection efficiency average at 99.9 % for the year 2003 with the system loss
averaging at 11.09%. SAMELCO I has been recipient of Low System Loss in Region
VIII Award, which was given in
August 6, 1998 in Quezon City on the occasion of NEA’s 29TH Anniversary.
To date, SAMELCO I classified as medium electric cooperative categorized
as Category A, serving some 29,140 members/consumers. Economic Profile and Outlook
SAMELCO I coverage are is composed of City of Calbayog and eleven (11)
district/municipalities. These are the municipalities of Sta. Margarita, Gandara,
San Jorge, Pagsanghan, Tarangnan, Matuguinao, and the island municipality of Sto.
Niño, Almagro, Tagapul-an and the districts of Tinambacan & Oquendo. Classified as medium electric cooperative SAMELCO I serves 30,552 house connections out of the potential consumer of 42,145. From the 429 barangays covered, 256 are energized coming up with 59.67% energized as of Dec. 2003.
SAMELCO I has three 5 MVA substations and operates the Ton-ok Mini-hydro with total
capacity of 1080KW (4 units of 270
KW) to augment the power requirement SAMELCO I is getting from TRANSCO.
System loss averages at 12.90% for 2003. System loss improvement target
for the next five years are as follows: 12.90% for 2004: 12.50% for 2005; 12.00%
for 2006; 11.50% for 2007 and 11.00% for 2008.
Collection efficiency averages to 97.82% for 2003 with collection
efficiency improvement target to wit: 95% for the next two years (2004-2005);
96% for (2006 – 2007); and at 97%
for the 2008.
Revenue for 2003 was at P146,358.489. Revenue projection for the next
five are placed at P168,100,249 for 2004; P175,099,037 for 2005; P182, 507,475
for 2006; P209,753,170 for 2007 and P218,649,491
for the year 2008.
Consumership for the year 2003 was recorded at 28,524. From the consumer
class/group 22,983 belong to residential class representing 80.57%; 1,148 are
classified as commercial consumers; 2 consumer are classified as industrial
consumer; 370 as public building; 1,104 as BAPA; 2,917 are street lightings
representing 10.22%.
Consumer growth is based on 2004 projections with 5% increase per year in
the next succeeding four years. Likewise, increase in the number of consumers is
projected at 5% increase per year.
